SUMMRY & BACKGROUND:
The City of Toledo has been awarded $180.9 million through the American Rescue Plan Act ("ARPA"). One of the four statutory eligible uses for ARPA funds is for the provision of government services under the revenue replacement eligible use category.
The Toledo Recovery Plan framework (approved by Ordinance 530-21) includes $72.3 million for revenue replacement over the ARPA eligibility period, which runs through 2024. This Ordinance authorizes the appropriation of $33.3 million funds in 2022. These funds will be used to pay public safety wages and fringes. These wages and fringes will be recorded in the Local Fiscal Recovery Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That for the purpose of recording public safety wages and fringes during fiscal year 2022 under the ARPA revenue replacement eligible use category the appropriation and expenditure of $33,296,640 is authorized from the Local Fiscal Recovery Fund to Account Codes 2021-52000-3POLICEDPTRRP and 2021-53000-3FIRERESDTRRP.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to immediately effective in order to record eligible expenditures in the Local Fiscal Recovery Fund under the revenue replacement eligible use category for the ARPA funding.
